Brad Wheeler was raised in a Unitarian home, as many good New England children are. It was after moving to Santa Cruz, CA that he first heard and believed the gospel through his (now) wife Erin, and emerging church pastor/friend Dan Kimball. Never intending to become a pastor, he established a career in investment consulting after graduating from Princeton University. Yet “many are the plans in a man’s heart, but it is the LORD’s purpose that prevails.” (Prov 19.21) Thus, in 2001 he happily joined the staff of CHBC, followed by a MDiv and ThM at Southern Seminary where he served as an elder at Third Avenue Baptist Church. Brad returned to CHBC in 2010 to serve as an associate pastor and is responsible for church planting/revitalization, the pastoral internship program, public teaching and other pastoral duties. He and Erin have four children, Page, Maggie, William, and Eliza. Brad enjoys all things having to do with motorcycles, his family, travel, and dreaming of the water polo phenom he never was.

The Baptism of Children at CHBC (2004)

We, the elders of the Capitol Hill Baptist Church, after prayerful searching of the Scriptures and discussion conclude that, while Scripture is quite clear that believers only are to be baptized, the age at which a believer is to be baptized is not directly addressed in Scripture. We do not understand the simple imperative command to be baptized to settle the issue, nor do we understand the imperative to be baptized to forbid raising questions about the appropriateness of a baptismal candidate’s maturity. We do understand that the consideration of an appropriate age for a believer to be baptized is a matter not of simple obedience on an issue clearly settled by Scripture, but rather is a matter of Christian wisdom and prudence on an issue not directly addressed by Scripture. Though the baptisms in the New Testament seem largely to have occurred soon after the initial conversion, all of the individuals we can read of are both adults and coming from a non-Christian context. Both of these factors would tend to lend credibility to a conversion. The credibility of the conversion is the prime consideration, with the effect upon the individual candidate and the church community being legitimate secondary concerns.

We believe that the normal age of baptism should be when the credibility of one’s conversion becomes naturally evident to the church community. This would normally be when the child has matured, and is beginning to live more self-consciously as an individual, making their own choices, having left the God-given, intended child-like dependence on their parents for the God-given, intended mature wisdom which marks one who has felt the tug of the world, the flesh and the devil, but has decided, despite these allurements, to follow Christ. While it is difficult to set a certain number of years which are required for baptism, it is appropriate to consider the candidate’s maturity. The kind of maturity that we feel it is wise to expect is the maturity which would allow that son or daughter to deal directly with the church as a whole, and not, fundamentally, to be under their parents’ authority. As they assume adult responsibilities (sometime in late high school with driving, employment, non-Christian friends, voting, legality of marriage), then part of this, we would think, would be to declare publicly their allegiance to Christ by baptism.

With the consent and encouragement of Christian parents who are members, we will carefully consider requests for baptism before a child has left the home, but would urge the parents to caution at this point. Of course children can be converted. We pray that none of our children ever know any lengthy period of conscious rebellion against God. The question raised by baptism is the ability of others to be fairly confident of that conversion. The malleable nature of children (which changeableness God especially intends for the time when they are living as dependents in the home, being trained in all the basics of life and faith) is a gift from God and is to be used to bring them to maturity. It should also give us caution in assuming the permanence of desires, dreams, affections and decisions of children. Nevertheless, should the young person desire to pursue baptism and membership in the normal course set out by the church, we will examine them on a case-by-case basis, with the involvement of the parents.

In the event of young persons from non-Christian families coming to the church for an extended period of time, professing faith and giving evidence of the reality thereof, requests for baptism and membership would be considered without the involvement of the parents. While all the previous comments on the nature of immaturity still pertain, the fact that such a young person would be doing so despite indifference, or even opposition from their parents would or could be evidence for the reality of their conversion.

Nothing in this statement should be construed as casting doubt about the legitimacy of the baptism of any among us, regardless of how young they were when they were baptized. Because they have continued in the faith into their adult years we assume the legitimacy of their initial profession made at baptism. The question we are concerned with here is looking forward, not backward. To put it another way, we are raising the question about how many people have been baptized at this church in the past as younger people and children who went on to give no evidence of ever having been savingly converted, and what damage was done to them, and to the witness of the gospel through the church’s premature baptism of them. It is our judgment that while there is some danger of discouragement on the part of those children who do give some good evidence of being converted and yet are not baptized and welcomed into communicant membership in the church, through good teaching in the home, and through the loving inclusion of the families in the church as we currently do, that danger is small. There is, however, we believe, a greater danger of deception on the part of many who could be wrongly baptized at an age in which people are more liable to make decisions which are sincere, but ill-founded and too often short-lived.

Two other notes in conclusion. First, we realize that this issue is an issue of great emotion for some, and we in no way are trying to lead anyone to disobey their conscience on this matter; we simply are trying to inform and educate our consciences from the Scriptural necessity of a credible profession of faith for baptism. Second, while it is not generally known among American evangelicals today, the practice of baptizing pre-teenage children is of recent development (largely early 20th century) and of limited geography (largely limited to the United States, and places where American evangelicals have exercised great influence). Baptists in the past were known for waiting to baptize until the believers were adults. Baptistic Christians around the world are still much more cautious than modern American Christians, often waiting in Europe, Africa and Asia to baptize until children are grown and are in their 20′s.

If the Bible is the cornerstone of our church, then membership is the cement that holds us all together. Both Christ and Paul pointed us toward membership for our encouragement, our protection, and our instruction. We seek to carry out this vision through our four-step process by which to join CHBC.

Membership Class – All prospective members must attend our Membership Matters class. The curriculum is composed of six one-hour classes entitled:

Statement of Faith

Church Covenant

Why Join a Church?

Church History

Outreach & Missions

Life as a Church

Courses are offered in a Friday night/Saturday morning format periodically through the year and weekly on Sunday mornings. Upon completion, those who attended all seven classes are able but not obligated to sign up for a membership interview, the second step of the membership process.

Membership Interview – In a 45 minute meeting, the prospective member meets with a pastor to provide basic biographical information and recount God’s converting work in his or her life. The prospective member would then sign the statement of faith and church covenant, and the application would go to the elders.

Elder Recommendation – At a regularly scheduled elders’ meeting, the pastor will review the applicant’s testimony with the other elders. Upon receiving their collective approval, the candidate’s application proceeds to the next step: congregational affirmation.

Congregational Affirmation - During our every-other-month members meetings, each pastor who conducted an interview briefly describes how the applicants, who are desiring to be admitted to membership, have come to know the Lord. Questions are fielded, a vote is taken, and with a majority secured, candidates are admitted into membership.

Through the internship program, CHBC has invested heavily in the lives of dozens of men hoping to serve God and His church as pastors. The program started in 1998 with one intern and has since grown to include at least twelve full-time interns each year. While we do not know yet the full fruits of CHBC’s investment in the church, we do know what our past interns are doing currently. Periodically, we ask them to update us on what is happening in their lives. We hope that in doing so we will enable our site visitors to know how the internship has affected lives and to possibly discover a potential candidate for a ministry position.

The past shows a strong planting of pastoral seeds at CHBC. We hope that the stories written here only multiply in number and bring much glory to God.

From the time of the Apostles to today, Christians have laid out doctrine (beliefs) in brief, definitive statements. As those who know God, we believe it necessary to set forth in a concise fashion the cornerstone truths of our church as guided by Scripture. Our Statement of Faith summarizes essential Christian beliefs, shows unity in Christ, and guards the church from error.

All who join CHBC are required to affirm the CHBC Statement of Faith, the revised New Hampshire Confession of Faith from 1853. This statement registers our belief in historic Christianity, evangelical Christianity, believer’s baptism, and congregational polity. Once we as members agree to the statement, we are responsible for believing and living in accordance with it.

CHBC Statement of Faith

I. The Scriptures
We believe that the Holy Bible was written by men divinely inspired, and is a perfect treasure of heavenly instruction; that it has God for its author, salvation for its end, and truth without any mixture of error for its matter; that it reveals the principles by which God will judge us; and therefore is, and shall remain to the end of the world, the true center of Christian union, and the supreme standard by which all human conduct, creeds, and opinions should be tried.

II. Of The True God
We believe that there is one, and only one, living and true God, an infinite, intelligent Spirit, whose name is JEHOVAH, the Maker and Supreme Ruler of heaven and earth; inexpressibly glorious in holiness, and worthy of all possible honor, confidence, and love; that in the unity of the Godhead there are three persons, the Father, the Son, and the Holy Ghost; equal in every divine perfection, and executing distinct but harmonious offices in the great work of redemption.

III. Of The Fall Of Man
We believe that Man was created in holiness, under the law of his Maker; but by voluntary transgression fell from that holy and happy state; in consequence of which all mankind are now sinners, not by constraint but choice; being by nature utterly void of that holiness required by the law of God, positively inclined to evil; and therefore under just condemnation to eternal ruin, without defense or excuse.

IV. Of The Way Of Salvation
We believe that the salvation of sinners is wholly of grace; through the mediatorial offices of the Son of God; who by the appointment of the Father, freely took upon him our nature, yet without sin; honored the divine law by his personal obedience, and by his death made a full atonement for our sins; that having risen from the dead he is now enthroned in heaven; and uniting in his wonderful person the tenderest sympathies with divine perfections, he is every way qualified to be a suitable, a compassionate, and an all-sufficient Savior.

V. Of Justification
We believe that the great Gospel blessing which Christ secures to such as believe in Him is Justification; that Justification includes the pardon of sin, and the promise of eternal life on principles of righteousness; that it is bestowed, not in consideration of any works of righteousness which we have done, but solely through faith in the Redeemer’s blood; by virtue of which faith His perfect righteousness is freely imputed to us of God; that it brings us into a state of most blessed peace and favor with God, and secures every other blessing needful for time and eternity.

VI. Of The Freeness Of Salvation
We believe that the blessings of salvation are made free to all by the gospel; that it is the immediate duty of all to accept them by a cordial, penitent, and obedient faith; and that nothing prevents the salvation of the greatest sinner on earth, but his own inherent depravity and voluntary rejection of the gospel; which rejection involves him in an aggravated condemnation.

VII. Of Grace In Regeneration
We believe that, in order to be saved, sinners must be regenerated, or born again; that regeneration consists in giving a holy disposition to the mind; that it is effected in a manner above our comprehension by the power of the Holy Spirit, in connection with divine truth, so as to secure our voluntary obedience to the gospel; and that its proper evidence appears in the holy fruits of repentance, and faith, and newness of life.

VIII. Of Repentance And Faith
We believe that Repentance and Faith are sacred duties, and also inseparable graces, wrought in our souls by the regenerating Spirit of God; whereby being deeply convinced of our guilt, danger and helplessness, and of the way of salvation by Christ, we turn to God with unfeigned contrition, confession, and supplication for mercy; at the same time heartily receiving the Lord Jesus Christ as our Prophet, Priest and King, and relying on Him alone as the only and all sufficient Savior.

IX. Of God’s Purpose Of Grace
We believe that Election is the eternal purpose of God, according to which He graciously regenerates, sanctifies, and saves sinners; that being perfectly consistent with the free agency of man, it comprehends all the means in connection with the end; that it is a most glorious display of God’s sovereign goodness, being infinitely free, wise, holy and unchangeable; that it utterly excludes boasting, and promotes humility, love, prayer, praise, trust in God, and active imitation of his free mercy; that it encourages the use of means in the highest degree; that it may be ascertained by its effects in all who truly believe the Gospel; that it is the foundation of Christian assurance; and that to ascertain it with regard to ourselves demands and deserves the utmost diligence.

X. Of Sanctification
We believe that Sanctification is the process by which, according to the will of God, we are made partakers of his holiness; that it is a progressive work; that it is begun in regeneration; and that it is carried on in the hearts of believers by the presence and power of the Holy Spirit, the Sealer and Comforter, in the continual use of the appointed means, – especially, the word of God, self-examination, self-denial, watchfulness and prayer.

XI. Of The Perseverance Of Saints
We believe that such only are real believers as endure unto the end; that their persevering attachment to Christ is the grand mark which distinguishes them from superficial professors; that a special Providence watches over their welfare; and they are kept by the power of God through faith unto salvation.

XII. Of The Harmony Of The Law And The Gospel
We believe that the Law of God is the eternal and unchangeable rule of His moral government; that it is holy, just, and good; and that the inability which the Scriptures ascribe to fallen men to fulfill its precepts, arises entirely from their love of sin: to deliver them from which, and to restore them through a Mediator to unfeigned obedience to the holy Law, is one great end of the Gospel, and of the Means of Grace connected with the establishment of the visible church.

XIII. Of A Gospel Church
We believe that a visible church of Christ is a congregation of baptized believers, associated by covenant in the faith and fellowship of the Gospel; observing the ordinances of Christ; governed by His laws; and exercising the gifts, rights, and privileges invested in them by His word; that its only scriptural officers are Bishops or Pastors, and Deacons, whose qualifications, claims, and duties are defined in the Epistles to Timothy and Titus.

XIV. Of Baptism And The Lord’s Supper
We believe that Christian Baptism is the immersion in water of a believer, into the name of the Father, and Son, and Holy Ghost; to show forth in a solemn and beautiful emblem, our faith in the crucified, buried, and risen Savior, with its effect, in our death to sin and resurrection to a new life; that it is pre-requisite to the privileges of a church relation; and to the Lord’s Supper, in which the members of the church by the sacred use of bread and wine, are to commemorate together the dying love of Christ; preceded always by solemn self-examination.

XV. Of The Christian Sabbath
We believe that the first day of the week is the Lord’s Day, or Christian Sabbath; and is to be kept sacred to religious purposes by the devout observance of all the means of grace, both private and public; and by preparation for that rest that remaineth for the people of God.

XVI. Of Civil Government
We believe that Civil Government is of Divine appointment, for the interests and good order of human society; and that magistrates are to be prayed for, conscientiously honored, and obeyed; except only in things opposed to the will of our Lord Jesus Christ, who is the only Lord of the conscience, and the Prince of the kings of the earth.

XVII. Of The Righteous And The Wicked
We believe that there is a radical and essential difference between the righteous and the wicked; that such only as through faith are justified in the name of the Lord Jesus, and sanctified by the Spirit of our God, are truly righteous in His esteem; while all such as continue in impenitence and unbelief are in His sight wicked, and under the curse; and this distinction holds among men both in and after death.

XVIII. Of The World To Come
We believe that the end of the world is approaching; that at the last day Christ will descend from heaven, and raise the dead from the grave to final retribution; that a solemn separation will then take place; that the wicked will be adjudged to endless punishment, and the righteous to endless joy; and that this judgment will fix forever the final state of men in heaven or hell, on principles of righteousness.

Dear Friends of CHBC,

On behalf of the congregation of the Capitol Hill Baptist Church, welcome to our site. We are delighted to share with you some information about us and hope that you find it helpful. This church exists for the glory of God. We believe that we are made expressly to be in a relationship with Him and to recognize Jesus of Nazareth as our Lord and Savior. We strive to bring God glory through singing and praying together, hearing His Word preached, loving Him, and loving one another.
We are an evangelical community of believers in a needy environment. Our setting has its problems and its opportunities. We cannot be sure what life in the future will bring for us as a church anymore than we know what tomorrow will bring for us as individuals. We are nonetheless delighted at the spiritual health God has cultivated here and thankful that He continues to bring committed believers into our fold. It is a blessing to serve God in the mission field of Capitol Hill with these brothers and sisters of all ages, backgrounds, and occupations.
As a part of our mission, we would love to be of help to you. For that matter, we would love for you to be of help to us, as we serve God with a Christ-centered focus. Whether it is Capitol Hill Baptist, or some place else, pray that God would show you where to commit yourself to His people in His service.

In Christ,

Mark Dever

On a late November evening in 1867 on Capitol Hill, a group of people came together to pray about the vision of seeing a church planted in their midst. That church, founded first in the prayers of its future members, would one decade later exist as the Metropolitan Baptist Church, registered in 1878 with 31 members. The current facility stands on the same ground as the original chapel.

Years of steady growth followed, and in 1912 the church completed construction on the new main hall under the direction of Dr. John Compton Ball. Dr. Ball would go on to serve forty-two years at the church and lead it through the trials that accompanied the Great Depression, two World Wars and numerous changes in city life. Known as a gifted teacher, Dr. Ball oversaw an increase in church membership that numbered in the thousands by 1950.

Always doctrinally conservative, the church continued to draw visitors through the 1960s. Yet the years of feast did not continue uninterrupted. Famine soon followed in the form of urban decline and sometimes spotty leadership which caused the church’s attendance and membership to spiral downward in the 1960s, ‘70s and ‘80s. Surprisingly, unlike so many evangelical churches at this time, the church held fast to sound doctrine and even included in its ranks one of the key twentieth century evangelical thinkers, Dr. Carl F.H. Henry, who taught Sunday school.

The congregation hit a low point in the early 1990s, when attendance dropped to around one hundred people. In 1994 CHBC called its current pastor, Dr. Mark Dever, freshly graduated from Cambridge University and possessing the pluck and skill needed to revive the flagging church. Dr. Dever, the sixteenth man to assume the pastorate of CHBC, now serves both our church and the broader evangelical community as a writer and speaker.

CHBC has renewed its commitment to the principles of God’s Word embraced by our founding members. We rejoice in the grace of God that has not only sustained but rebuilt a congregation now full of health. The church born in the petitions of a few has weathered many tests and stands over a century later as the light to the Capitol Hill area it was prayed to be.

We live in an age in which most anyone with a laptop and an idea can pound out a book (or two). Even in evangelical circles, this potential for production threatens to overwhelm us. With so many books out there, what should we read? As those who have encountered Edward’s meditations, Dallimore’s biographies, and Piper’s exhortations, we would be remiss if we did not commend such works to others. CHBC thus offers recommendations that we trust will draw many more readers to a deeper love for the Author of life Himself.
